What does having a strong character really mean?

"She´s got a strong character, let´s choose her as our leader"
Having a strong character is seen as an asset, right? I mean, it is a faithful predictor of success in life.
Does it mean the ability to apply force on others? I mean, being pushy to make them retreat and accept your opinions and decisions by force? I think it means quite the opposite.
"The kindest person in the room is often the smartest"
There has been a lot written on developing leadership skills and a strong character.
